Reporting Form for Narcotic Drugs

The reporting form for narcotic drugs and psychotropic substances, together with the accompanying user manual for the 2025 reporting year, is now available for download.

When entering data on the narcotics reporting form, it is essential to follow the manual, which contains the guidelines for correct reporting.

When reporting for the 2025 reporting year, the reported closing balance from the 2024 report should be used as the opening balance. Any deviations from the reported closing balance for 2024 to your actual opening balance for 2025 (merchandise management system or inventory status on 31 December/1 January) must be reported as excess stock or loss in the verification.

All weights must be stated in grams. Information regarding commercial packaging is only permitted in whole approved package sizes.

Domestic transport data (deliveries and purchases within Austria) must be reconciled with your supplier/customer in order to avoid any discrepancies.

Please note that the obligations under narcotics law, including documentation and reporting obligations, are linked to the actual (physical) possession of the narcotic. This applies in particular to deliveries over the turn of the year and reports of consignment goods.

Particular care must be taken to ensure that there are no duplicate or incorrect empty reports (reporting of owner and possessor or neither), as this would distort the balance sheet submitted to the UN's INCB.

The total deviations in the narcotics and psychotropic substances balance must not exceed the 5% mark, otherwise the INCB may impose sanctions in the form of quota reductions on import quantities for Austria. It is therefore essential that the data to be reported is reconciled between the possessor and the owner.

As in previous years, it will again be possible to arrange a virtual appointment in January 2026 to clarify any questions regarding the submission of evidence.

The report must be submitted by 31 January 2026 at the latest, in accordance with the guidelines described in the manual, by email to suchtmittel@basg.gv.at (or alternatively via the Eudralink system).
